Each junior taxing district in Cowlitz County has the potential to become involved in the Primary
Election scheduled for September 14, 1999. On Friday, July 30, at the close of the week for
candidates to file Declarations of Candidacy, a Primary election will be held in each jurisdiction that
has three or more candidates file for the same office. Each jurisdiction in Cowlitz County also has
the option of placing ballot measures on the Primary ballot if a resolution is submitted by Friday, July
30, 1999.
State law allows the County Auditor to conduct the Primary election by mail with the concurrence
of the legislative authority of each jurisdiction. Because we are unable to know whether each
jurisdiction will be involved in the Primary election until the end of July, we are asking that you
consider passing a resolution to conduct the Primary election by mail at your next meeting as
preparation of ballots begin the first week of August. To help facilitate this, I have included a draft
vote by mail resolution which you may consider using. Please note that if one jurisdiction fails to pass
a resolution asking that their Primary election be by mail, we will be required to conduct the Primary
election at the polling places.
The Primary election is the only election this fall that can be conducted entirely by mail. Elections
conducted by mail have proven to increase voter participation and reduce costs. I have enclosed an
Election Differential Cost Breakdown sheet created from the Special Election recently held on May
18, 1999 for the City of Longview. The goal of this breakout of costs wasn't to reflect the total costs
involved in an election but rather to show the difference in costs between absentee voting and poll
site voting with regards to turnout and "cost per vote ". At this particular election, more than 92%
of the total turnout came from mail balloting.
The attached draft resolution is an opportunity to utilize tax dollars more efficiently for our citizens.
Please consider approval of this resolution for the upcoming Primary election and return to my office
as soon as possible. Thank you.

WHEREAS, the Cowlitz County Auditor has determined that the cost of
conducting an election by mail ballot is considerably less costly than
conducting an election by maintaining and operating polls for such elections;
and
WHEREAS, the Cowlitz County Auditor has determined that greater voter
participation occurs when voters are permitted to vote by mail; and
WHEREAS, a Primary election will be conducted on September 14, 1999
which may involve candidates for election as members of the City Council of
the City of Longview; and
WHEREAS, it is deemed to be in the best interests of the City of Longview
and its electors that the September 14, 1999, election be conducted by mail;
NOW, THEREFORE, it is hereby RESOLVED by the City Council of the

A RESOLUTION authorizing and approving that the Cowlitz County Auditor conduct the September
14, 1999 Primary election by mail ballot.
WHEREAS, conducting the September 14, 1999 Primary election will reduce the cost of conducting
the Primary election; and
WHEREAS, previous mail ballot elections have increased voter turnout; now
THEREFOR, BE IT RESOLVED by the Board of Commissioners of Cowlitz County
CEMETERY District No. I , of Cowlitz County, Washington,
that the Primary election to occur on September 14, 1999, be conducted totally by mail ballot.
BE IT FURTHER RESOLVED that copies of this resolution be filed with the Cowlitz County
