How many registed voters are there in the City of Longview? 18,900 How many voted in the last General Election? 10,608 The number needed to validate the bond issue (total voting) is 4,234. The number needed to pass (`Yes' votes) the issue will be 2,546. When was the last time that a Bond for Library District was voted upon? November 4, 1997 At that time the City of Longview requested general obligation bonds of $5.5million for the expansion of the library. What was the outcome? Yes... 4657 50.71% No... 4525 49.28% FACTS OF INTEREST FOR RELEASE TO MEDIA Longview Library bonds have appeared on the ballot in 1967. In 1967 the city requested $800,000 for constructing additions and improvements to the existing public library. April 28th What do you project will be the turn out of voters? Even on the General Election, only .59% of the registered voters voted. Since this election has only one issue, and it is a Special Election with little coverage there is a very real probability that the turnout will be light to moderate. How are excess levy and bond propositions elections different from regular elections? By State Constitutional mandate, such propositions must be approved by not less than a sixty percent majority ofthe voters voting on the proposition rather than a simple majority. In addition, they have validation requirements. What are validation requirements? These are provisions that require a minimum participation by eligible voters in order for the proposition to be valid regardless of the outcome of the vote. How do validation requirements work? On any excess levy issue, such as the Vader School District excess levy, the number of persons voting "yes" on the proposition shall constitute at least three - fifths of a number equal to forty percent of the total votes cast in that taxing district at the last preceding general election. Example: 10,000 votes cast in last general election X 40% 4,000 X60% 2,400 = minimum "yes" vote required to validate C:\MyFiles \Election statistics.wpd 3/12/99 Bond propositions have an additional validation factor. They must have a minimum number of votes cast equal to not less than 40% of the total vote cast in the taxing district in the last general election. Example: 10,000 votes cast in last general election X 40% 4,000 = minimum vote to validate X60% 2,400 = minimum "yes" vote required to validate This applies to the Proposition No.1 from the City of Longview in this election.. It must have both the number (40% of votes from the last general election) of validation and the super majority "yes" votes.
