To meet the educational needs of students in the Toutle Lake School
District, shall Toutle Lake School District No. 130 levy the
following taxes on all taxable property within the District, for
the purpose of replacing an expired levy and for educational General
Fund maintenance and operation expenses:

RESOLUTION by the Board of Directors of Toutle Lake School District No. 130 in the County
of Cowlitz, State of Washington,
WHEREAS, the State of Washington does not provide the level of funding necessary to support
the educational program as established by the citizens of the Toutle Lake School District for the
students of this community, and Washington State law provides for the submission of special
levies to the voters of the district.
WHEREAS, the money in and to be paid into the General Fund of the Toutle Lake School
District No. 130, Toutle, Washington, during the 1999 -00, 2000 -01 and 2001 -02 school years
will be insufficient to enable the District to operate on a sound financial basis and properly meet the
educational needs of students attending the District: and
WHEREAS, it is necessary to ask the voters of the district to provide through a special levy
election, the funds necessary to carry on a desirable educational program.
That a special election be held in the aforesaid school district between the hours of
7:00 a.m. and 8:00 p.m. on the 2nd day of February , 1999, for the purpose of submitting to the
electors of said school district, for their approval or rejection, the question of whether or not a
three -year proposition shall be approved calling for a special levy of an estimated $ 2.88 per
one - thousand dollars of assessed valuation within the district for the purpose of providing
$ 650,000 to be collected in 2000, an estimated $ 2.99 per one - thousand dollars of assessed
valuation within the district for the purpose of providing $ 675,000 to be collected in 2001 and
an estimated $ 3.10 per one- thousand dollars of assessed valuation within the district for the
purpose of providing $ 700,000 to be collected in 2002 for the General Fund of the district to be
used for operational expenses.
Section I. That the "ballot title" of the General Fund Proposition shall be as follows:
MAINTENANCE AND OPERATIONS LEVY
PROPOSITION 1
For maintenance and operations purposes, shall Toutle Lake School District No. 130 be
authorized to levy excess taxes for three consecutive years, as follows:
(a) to collect $ 650,000 in 2000, at an approximate tax rate of S 2.88 per one - thousand
dollars of assessed valuation, and
(b) to collect $ 675,000 in 2001, at an approximate tax rate of S 2.99 per one - thousand
dollars of assessed valuation, and
(c) to collect $ 700,000 in 2002, at an approximate tax rate of $ 3.10 per one - thousand
dollars of assessed valuation?

PROPOSITION 2
To modernize and enhance the existing technology programs, shall Toutle Lake School
District No. 130 be authorized to levy excess taxes to collect $50,000 for an approximate tax rate
of S .22 per one - thousand dollars of assessed valuation in 2000, S .22 per one - thousand dollars
in 2001, and $ .22 per one - thousand dollars of assessed valuation in 2002.

arrangements with the County Auditor of Cowlitz County for holding this special election.
ADOPTED: The foregoing resolution was adopted at a regular meeting of the Board of Directors
of the Toutle Lake School District on the 23rd day of November, 1998.

Fire Protection District No. 7 in connection with the February 2,
1999 special election and submit the following ballot title:
Shall Cowlitz - Skamania County Fire Protection District No. 7 be
authorized to exceed the 106% levy limitation on regular property
taxes, so that in 1999 it can levy the full $1.00 per thousand
dollars of assessed valuation authorized by law, to restore
property tax revenues as necessary to meet -the maintenance and
operations expenses of the District?

WHEREAS, m the judgement of the Board of Fire Commissioners, it is essential and necessary
for the protection of the public health, life, and property, that necessary equipment and apparatus
be acquired and public services be provided to adequately meet the safety needs of the district's
community; and,
WHEREAS, the cost increase of operation has exceeded revenue, because of restrictions imposed
by RCW 84.55.010;
NOW , THEREFORE BE IT RESOLVED that the Board of Fire Commissioners of
County Fire Protection District No. 7 submit a proposal to the qualified electors of said district
requesting authorization to restore the regular property tax levy to$ 1. '?ts *per thousand of

an estimated $1.49 and $1.39 respectively, per thousand dollars of assessed
valuation for each year, to be used by Vader School District for maintenance and

It is hereby found and declared that an emergency exists requiring the
submission of this proposition to the qualified electors of the District for their approval
or rejection at a special election to be held on February 2, 1999 (IAW: RCW:
29.13.020).
That the Secretary of the aforesaid school district is directed to: 1. Certify to
the aforesaid County Auditor of Lewis County and Cowlitz County respectively, at least
forty -five (45) days prior to the date of the aforesaid special election, a copy of this
Resolution by this Board of Direcrtzrs; 2. Perform such other duties as are necessary
and/or required by law to the end that the question of whether or not an excess tax
levy shaii be made as herein provided for, shall be submitted to the voters of the
school district at the aforesaid election.
The foregoing Resolution was adopted at a regular meeting of the Board of
Directors, Vader School District #18, this 15th day of December 1998.
