The box was secured in the storage cage with a padlock and numbered seal. The numbered seal on the cage door was the same seal placed by L. Nieland on 9/15/06 when she placed a bag of extension cords in the storage area at 5:30 p.m. 9/15/05. After notifying the Elections Supervisor of the problem, Virginia Parkhill and Libby Nieland went to investigate. A broken seal, with the same numbers as those recorded for the ballot box, was found under the bag of extension cords (which had been resting against the ballot box). The bag had brushed and broken the seal. 9/16/05 A member of the Democratic party and a member of the Republican party were escorted upstairs to the cage, shown the seal log for the cage door, shown the broken seal and the alignment of the ballot box, bag and seal. They agreed that the box had been properly secured within the cage and that the ballots had not been compromised. The box was sealed with a new seal and the certificate amended. 9/20/05 The tabulation of all the ballots processed by Primary night was not the same as the number counted by the opening board. The Secretary of State was contacted, and confirmed that a verification of tabulation was statutorily permitted. 9/21/05 Sheryl Moss, of the Secretary of State attended the verification tabulation that was conducted. 9/26/05 Pierce County Elections contacted Cowlitz and asked for information on two voters who voted in both Pierce and Cowlitz.
